Premier Li Keqiang Holds Talks with Prime Minister Yingluck Shinawatra of Thailand, Stressing to Leverage Exemplary and Leading Role of China-Thailand Relations

On the afternoon of 11 October local time, Premier Li Keqiang of the State Council held talks with Prime Minister Yingluck Shinawatra of Thailand at the Thai Prime Minister's Office in Bangkok. Both sides jointly planned for the course and priorities for the future development of China-Thailand relations and reached important consensus on deepening bilateral cooperation in all fields.

Li Keqiang said that China and Thailand are good neighbours, good relatives and good partners. The two countries have always respected and trusted each other. China-Thailand relations are at the forefront of China's relations with ASEAN countries and have played an exemplary and leading role. The Chinese government attaches great importance to developing relations with Thailand. China is ready to work with Thailand to strengthen the strategic planning for the development of bilateral relations and to expand the exchanges of high-level visits, so as to jointly maintain the momentum of healthy and rapid growth of China-Thailand relations and to ensure that bilateral relations will be "cemented by new bond".

Li Keqiang expressed that China is ready to continue to effectively implement with Thailand the Joint Action Plan on China-Thailand Strategic Cooperation and the Memorandum of Understanding on Sustainable Development Cooperation so as to unceasingly enrich the contents of bilateral relations and to enable the people of the two countries to benefit more from China-Thailand friendship.

First, to leverage the role of bilateral joint committee on economic and trade cooperation, and to strengthen cooperation in the fields of economy, trade, investment, trade and processing of agricultural products and electric power.

Second, to strengthen cooperation on railway infrastructure construction. China is ready to actively join in the construction of Bangkok-Nong Khai and other high-speed railways to promote connectivity and personnel exchanges in the region and to benefit the areas along the railways as well as neighbouring countries.

Third, to boost financial cooperation, to encourage the businesses of the two countries to settle bilateral trade more in RMB, and to explore expanding the scale of local currency swap. China is ready to actively consider setting up RMB clearing banks in Thailand.

Fourth, to keep close people-to-people exchanges, to discuss and sign the agreement on mutual visa exemption for ordinary passport holders, to expand personnel exchanges and to strengthen cultural and educational cooperation so as to unceasingly enhance the friendly feelings between the two peoples. Hope Thailand will effectively protect the safety as well as legitimate rights and interests of Chinese nationals in Thailand.

Li Keqiang spoke positively of Thailand's active role as the country coordinator of ASEAN-China relations in promoting the development of bilateral relations. He expressed that China is ready to strengthen coordination and cooperation with Thailand to push for unceasing new progress of ASEAN-China strategic partnership.

Yingluck Shinawatra on behalf of the Thai government and people extended warm welcome to Li Keqiang for the visit, expressing that China is a friendly neighbour of Thailand and the two countries are as close as one family. The Thai side agrees with Li Keqiang on the proposals to further develop bilateral relations. Thailand is ready, taking the opportunity of Premier Li Keqiang's current visit, to fully advance Thailand-China cooperation in all fields, in order to further uplift the level of bilateral relations. The Thai side appreciates the ASEAN-China "2+7" cooperation framework proposed by Premier Li Keqiang and is ready to make positive contributions to the development of ASEAN-China relations.

Following the talks, the two leaders jointly witnessed the signing of the Memorandum of Understanding on Deepening Railway Cooperation between China and Thailand, as well as of cooperation documents in the fields of economy, trade, investment, scien-tech, maritime affairs and energy. Both sides jointly issued the Vision on the Development of China-Thailand Relations.

Prior to the talks, Yingluck Shinawatra held a grand welcome ceremony for Li Keqiang at the square in front of the Prime Minister's Office.
