On July 21, 2014, Foreign Minister Wang Yi, who was accompanying President Xi Jinping on his state visit to Venezuela, delivered a speech on the resolution on the event of the Malaysia Airlines flight crash passed by the UN Security Council. The full text is as follows:

The UN Security Council has just passed the resolution on the event of the crash of the Malaysia Airlines flight MH17. The Chinese side welcomes such resolution.

The 298 lives lost in a split second because of the plane crash. Tragedy of this kind should not happen again. Therefore, the Chinese side has always insisted on independent, impartial and objective international investigation into the event to find out the truth and comfort the deceased. The resolution of the Security Council reflects the stance of the Chinese side. During the process of consultations, the Chinese side has actively mobilized all parties to meet each other half way and played a constructive role in the final unanimous approval of the resolution.

At present, the focal point is to effectively implement the resolution, in particular allowing international investigators to enter the scene and comprehensively carry out work. During the investigation, we should give full play to the pivotal role and professional function of the International Civil Aviation Organization (ICAO). Before achieving any result of the investigation, all sides should refrain from speculation or prejudgment, and even avoid artificial politicization.

The crash incident further suggests that an early settlement to the Ukrainian crisis is the fundamental approach to maintain regional peace and stability. We urge all relevant parties in Ukraine to cease fire as soon as possible, engage in dialogue and consultation and seek a comprehensive, lasting and balanced political solution.
